PUBLIC GOVERNANCE POLICY
Version 4.1.0 | Effective 4 September 2026 Rules for using musen now, and for creator or broadcasting features if they become available.

Core standard

Use musen without exploiting people, creators or the service. Do not use Requests, synthetic media, user supplied material or future public features to cause serious harm, counterfeit identity or authority, violate rights, or manipulate participation. These rules govern conduct and foreseeable risk, not taste, genre, political affiliation or ordinary disagreement.

Current product boundary

The current public product does not offer public creator uploads, user operated broadcasting, public Segment creation or sharing, paid plans, or a public social feed. Rules for those capabilities are future gated and do not imply that they are available.


## 1. Purpose, scope and authority These Guidelines define the minimum standards for using musen responsibly. They apply now to account conduct, Requests, User Supplied Materials, interactions with available radio controls, rights compliance, reports and attempts to misuse or interfere with the service. Some sections also establish rules for public broadcasting, creator uploads, Segments, sharing, monetisation and other shared surfaces. Those provisions become relevant only if musen makes the corresponding feature available. Describing a future rule does not create a product commitment.

These rules apply to the current personal Live Radio service today.These provisions apply only if and when the relevant feature is made available and may be supplemented by feature specific terms.
### How these Guidelines fit with other documents The Terms and Conditions govern the consumer contract. The Privacy Policy governs personal data. The Security Policy governs vulnerabilities and technical safety. Specialised rights terms and policies govern permission to use music and other protected material. The Community Constitution describes cultural commitments and is not a list of moderation offences. Applicable law and binding contractual obligations always prevail. Where these Guidelines and the Terms conflict on the consumer contract, the Terms control. ### Principles we apply · Rules govern conduct and risk, not taste. · Rights before reach. · Responsibility follows control. · Wider reach requires greater care. · Context matters, but it does not erase serious harm. · Synthetic speech must not counterfeit identity or authority. · Enforcement should be proportionate, explainable and correctable. · Lawful disagreement, satire, fiction and experimentation remain welcome. ## 2. Rules that apply to everyone The examples below are illustrative rather than exhaustive. Serious harm may justify action after one incident. Other conduct may require a pattern, target or repeated behaviour before it violates these Guidelines. ### Protect children and vulnerable people Do not use musen to exploit, sexualise, groom, solicit, traffic, threaten, target or manipulate minors or vulnerable people. · Child sexual abuse material, sexual extortion and sexual exploitation are prohibited. · Attempts to identify, contact or manipulate minors for exploitative purposes are prohibited. · Content or instructions that facilitate trafficking or exploitation are prohibited. ### Do not facilitate serious harm Discussion of violence, crime, suicide or self harm is not automatically prohibited. We may act when content or conduct credibly threatens, encourages, recruits for, or materially facilitates serious harm. · Documentary, journalistic, fictional, preventive and recovery discussion may remain permitted. · Operational instructions that materially facilitate serious violence, serious crime, suicide or self harm may be restricted. · Unlawful weapons sales, illegal drug trafficking and comparable regulated activity are prohibited. ### Do not attack people for who they are Do not dehumanise, threaten, advocate violence against, or call for the denial of fundamental rights to people based on protected characteristics. Criticism of beliefs, institutions, governments and ideas remains allowed. · Harassment may involve targeting, severity or repetition. Stalking, doxxing and credible threats can violate this rule in one occurrence. · Ordinary disagreement, satire and offensive expression are not automatically harassment. ### Sexual exploitation is never allowed Non consensual sexual material, sexual exploitation and any sexual content involving minors are prohibited. If future shared surfaces permit mature content at all, they will require appropriate audience treatment and age controls before launch. ## 3. Identity, deception, rights and system integrity ### Do not counterfeit identity or authority Do not deceptively impersonate a real person or organisation, fabricate participation or endorsement, or present synthetic media as official, professional or institutional authority when it is not. · Parody, satire and fiction may use imitation where the context is not deceptively presented as real authority. · Voice, likeness and identity rights remain subject to applicable law and relevant rights terms. ### Do not use deception to cause material harm Fraud, scams, phishing, malicious links, malware and materially harmful fabrication are prohibited. Fabricated emergency instructions, official notices, election results, endorsements or professional authority may be restricted where they are likely to cause material harm.

Politics, news, satire and controversial speech

musen does not prohibit content merely because it is political, partisan, controversial, mistaken, satirical, fictional, speculative or offensive. We may act when its form, context or use violates another rule, including through threats, targeted abuse, fraud, deceptive impersonation, unlawful manipulation or materially dangerous fabrication of authority.

### Respect creators, rights and provenance Do not submit, use, broadcast, transform, replay, export or otherwise exploit material that you know, or reasonably should know, you are not authorised to use for that purpose. Do not falsify provenance or deliberately evade rights restrictions. · Creator supplied music and licensed catalogue music are both legitimate when the relevant use is authorised. · Access is not permission. Attribution is not ownership. Exposure is not compensation. · Permission to stream, analyse or classify content does not by itself include permission for model training. ### Do not manipulate participation or the service Do not artificially inflate listening, attribution, reports, ratings, economic activity or other participation signals. Do not evade sanctions, access controls, age controls, moderation, security or payment safeguards. · Credential abuse, malicious scraping and automated access outside authorised interfaces are prohibited. · Coordinated false reporting or abuse of moderation tools may itself result in enforcement. · Automated activity is allowed only where musen expressly authorises it. ## 4. Current personal Live Radio and the AI Host ### Requests steer the radio, not the rules The current app lets listeners shape personal Live Radio through text, recorded speech and picture Requests. A Request is an input to the radio. It does not create a right to receive a particular track, artist, topic or output, and it does not override safety, rights, policy or technical constraints. musen may refuse, limit or reinterpret a Request where reasonably necessary to protect people, rights, the service, platform requirements or applicable law. ### Personal radio is not public broadcasting The current Live Radio experience is personal to the account and is not a public broadcasting tool. Ordinary private taste, unusual requests and experimentation are not moderated as public speech merely because the radio uses automated systems. Personal use remains subject to the Terms, applicable law, child safety, content rights and rules protecting service integrity. musen does not call an activity private unless the product and Privacy Policy support that representation. ### AI Host

Synthetic speech inside the radio

The AI Host is optional synthetic speech within Live Radio. It is not a person, professional adviser, emergency service, public authority, spokesperson for musen, representative of the community, or verified source of fact.

· AI Host speech may be creative, informational, fictional, satirical, opinionated, uncertain or wrong. · Do not present AI Host speech as the words, endorsement or participation of a real person when that is not true. · Do not rely on AI Host speech for medical, legal, financial, safety critical or other professional decisions. · Where synthetic speech could reasonably be mistaken for real person speech or authoritative communication, musen may add disclosure, alter presentation or restrict output as appropriate. ### Responsibility follows control Users are responsible for the material, instructions, identity claims and conduct they intentionally provide. musen remains responsible for the systems it designs and operates, including safeguards, automated generation, selection, distribution and moderation. Responsibility for system generated conduct is not transferred to a user merely because the user initiated a Request. ## 5. Future broadcasting, creator and shared features

Future gated section

This section does not describe current public functionality. It becomes applicable only to the extent that musen later releases a public broadcasting, creator, upload, Segment, sharing, social or monetisation feature.

### Public reach requires greater care Radio can be provocative, political, comedic, fictional, experimental or opinionated. Public distribution does not require neutrality or factual perfection. It does require greater care when reach, identity, authority, age suitability or foreseeable harm increase. · Public or shared material remains subject to the rules in this Policy, feature specific terms and applicable law. · Synthetic media must not deceptively counterfeit a real person, official authority, professional role or endorsement. · Where a feature enables contact or shared participation, musen may require reporting, blocking, muting, hiding, age treatment or comparable controls appropriate to that interaction model. · Feature specific moderation, rights and eligibility requirements may be stricter than the minimum rules in this Policy. ### Creators and catalogue content Creator supplied content and professionally licensed catalogue content may both participate where the relevant rights basis permits the intended use. Content origin does not determine permission or priority. · Do not interfere with provenance, attribution, territory, availability or other rights controls. · Do not describe planned attribution or allocation as money already owed or paid. · A creator programme may require separate rights grants, representations, eligibility checks and economic terms before use. ### Segments If Segments become public, a Segment may preserve an editorial radio record without transferring or extending rights in the music, speech, voices, likenesses or other protected material it references. · Whether a Segment may be played, replayed, shared, rendered or exported depends on the rights for every required component and use. · Editorial attribution does not create ownership of underlying recordings, compositions, voices, likenesses or other protected material. · Changes in rights or availability may affect future access without silently rewriting properly recorded historical attribution. ## 6. Reporting and safety channels You can report conduct, account issues, rights concerns or security problems through the channels below. Do not publish exploit details in a community report. | | General support | Contact . | | Immediate danger | Contact local emergency services first where appropriate, then notify musen if the service is involved. | A community report is not the same as a formal legal notice. A formal notice of allegedly illegal content, infringement or other legal claim may require specific information under applicable law or contract. When musen introduces a public or shared interaction surface that falls within platform or legal reporting requirements, the relevant reporting and recipient control mechanisms will be implemented for that surface before or with launch. ## 7. How musen applies these Guidelines Enforcement is intended to protect people, creators, rights and service integrity while preserving lawful disagreement, experimentation and unusual expression. We consider conduct and risk rather than political affiliation, ideology, genre or artistic taste. ### What we consider · Severity and immediacy of harm. · Intent and what a person reasonably should have foreseen. · Who was targeted and whether minors or vulnerable people are involved. · Reach, discoverability and audience context. · Whether conduct was isolated or repeated. · Evidence, provenance and pattern of behaviour. · Applicable rights, legal obligations and prior enforcement. · What the user controlled and what musen systems controlled. ### Possible actions

Serious cases may require immediate action without a prior warning. Automated systems may assist detection, classification or prioritisation. Human review may be used where appropriate to the decision, risk and legal requirement. musen does not promise perfect detection or undertake a general obligation to monitor all activity. ## 8. Decisions, minors, changes and document relationships ### Explanations and review When musen materially restricts User Supplied Materials, a feature or an account, we provide a clear and specific explanation where required by law and, more generally, where reasonably possible. · The explanation may identify the action taken, the principal rule or legal basis, relevant facts, whether automated tools materially informed the decision, and any available review route. · Information may be limited where disclosure would create a safety or security risk, reveal another person's protected information, compromise an investigation or conflict with law. · Where applicable law requires a review process, or where musen makes one available, affected people may request review through the stated process. · Mistakes should be corrected. Reversal of a decision does not imply bad faith by the original reporter or reviewer. · Nothing in these Guidelines limits a notice, complaint, review or redress right provided by applicable law. ### Minors Under the current Terms, people under 13 may not use musen. Users aged 13 to 17 may use the service only where applicable law permits and subject to any parent or legal guardian involvement required in their country. · Grooming, sexualisation, solicitation, exploitation or targeted manipulation of minors is prohibited. · Future public, creator or shared features may have higher age thresholds or additional safeguards. · Mature content, where permitted at all in a future shared surface, must receive appropriate audience treatment and age controls.

They do not override governance or contracts. | ### Changes musen may update these Guidelines as the service, law, safety risks and community practices evolve. Material changes will be communicated through reasonable channels where required or appropriate. A later rule does not retroactively turn completed conduct into a violation merely because the rule changed, although continuing conduct remains subject to the rules then in effect and to applicable law. Future community governance may influence amendments, but participation does not currently create ownership, voting rights or authority to bind musen unless a separate governance framework expressly provides otherwise.

Closing

The Community Constitution describes what musen hopes to cultivate. These Guidelines define the minimum conditions for taking part. We welcome disagreement, experimentation, provocation and unusual radio. We do not require cultural conformity or factual perfection. We do require respect for people, creators, rights, safety and the integrity of the service. Radio can be alive without being reckless. AI can expand expression without counterfeiting identity or authority. Reach begins with responsibility.

### Review basis This edition was reviewed against current Apple App Review guidance on User Generated Content, Google Play User Generated Content and AI Generated Content policies, the EU Digital Services Act, and European Commission guidance on the protection of minors. These materials inform future shared feature design and do not imply that every platform or intermediary obligation applies to the current personal Live Radio product. *This version replaces the August 2026 adoption candidate.*
